Special Education in China

The Ministry of Education in China published a document recently regarding the special education system. It says that every school needs to have a special education classroom set up for students with special needs. The classroom needs all equipments, resources and facilities required for students with special needs. In fact, most schools in China even do not have students with special needs and special education teachers as students with special needs are mostly expelled from schools and isolated by typical developing students and their parents, although there are special education institutions specifically designed for students with special needs. What I want to say is that we do not have this social awareness to include students with special needs in ordinary schools, what is the point to have such classroom in school? Is that a waste of resources? What do you think?
